We would be very grateful if you do not mess with the files uploaded locally to this project. They are uploaded with purpose and for the sole reason that the Wikimedia Commons community does not handle them properly. Thank you.

No problem as long as community want. However, I don't understand the next part of your sentence, that the Wikimedia Commons community does not handle them properly. what did you mean by that? could you please explain a bit more and maybe we can work something out.
As you know, buildings constructed in the last 100 years as well as works of art and some other things may be copyrighted and thus not accepted by Commons unless there is explicit Freedom of Panorama in the country of question. This aspect is very important for us because we need such pictures for writing travel guides. The situation in Russia is particularly complex because there is Freedom of Panorama for works of architecture but not for sculptures and other kinds of art. This raises a question of what is architecture and what is not, and we had a never-resolved controversy when Commons users claimed that something is not architecture and deleted the pictures even though the objects depicted in these pictures were under government protection as "architectural monuments". Even more importantly, the Commons community never made an effort to transfer these files to Wikivoyage and Wikipedia, and neither they bothered to inform us about massive file deletions when hundreds of images, all heavily used on other projects, were deleted on the time scale of several days. This way, we have lost many useful pictures that can not be restored.
An aftermath of this situation is that we no longer consider Commons as a reliable image repository, and we no longer consider Commons as a project that we can collaborate with. I have written a script that copies to Russian Wikipedia and Russian Wikivoyage all images that we need and that might be a problem on Commons. Therefore, you see some duplicates here. Many of them should not be on Commons because they show something copyrighted (typically, a sculpture), but I don't care. We have these images here, and Commons can go its own way.
I nominater two photos of the monuments for deletion on Commons. For Igor's presentation, I do not see any problems in keeping it on Commons and deleting locally, but since he himself uploaded it locally, he probably had smth in mind.--Ymblanter
